Where is value not defined for strategic themes?
Operational and development value streams are essential for translating strategy into executable, end-to-end flow. Operational value streams define how the organization delivers value to customers in real-world processes, while development value streams describe how solutions and capabilities are built and evolved to support that delivery. Together, they form the critical bridge between strategic intent and actual execution by linking business activities, technology, and delivery teams. When these value streams are missing, strategies lack a defined path to implementation resulting in disconnected initiatives, unclear accountability, and an inability to trace, measure, or optimize how value is created and delivered across the organization.
Review the Operational Value Stream cell for each strategic theme to ensure that each strategic theme delivers value to customers in real-world processes. Also check the Developmental Value Stream cell to identify how capabilities are built and evolved to support that delivery.
To map missing value streams, double-click a strategic theme to navigate to its content area > Architecture Scope > Affected Architecture. Click the Value Streams cell >
