Where is there a breakdown between strategy and execution?
Missing epics and ARTs creates a gap between strategy, funding, and execution. Without epics, the strategic theme is not translated into approved or prioritized initiatives. Without ARTs, no teams are assigned to deliver the work. This leads to unclear ownership and weak alignment during planning. The absence of epics and ARTs prevents traceability from strategic intent to implementation, making it harder to monitor progress, measure outcomes, or demonstrate delivered value. As a result, the strategic theme is unlikely to be implemented or deliver measurable value.
Review the Epic cell for each strategic theme to ensure that an epic that drives the investment in the strategic initiative. Also check the ART cell to agile release trains are specified to deliver the solutions impacting the strategic theme.
To associate a strategic theme with an epic, go to the epic's content area > Investment Context > Strategic Themes. Specify the strategic theme supported by the epic.
An ART is associated with a strategic theme by means of the epic owning the feature delivered by a program increment defined for an agile release train. Go to the relevant program increment's content area > Execution > Features to specify the features delivered by the program increment.
